M23 smart motorway plan

A 10-mile section of the M23 will be upgraded to a ‘smart motorway’, Highways England has announced.

The smart motorway scheme, which will add a fourth lane by converting the hard shoulder to a traffic lane, uses signage and technology to adjust speed limits, reducing traffic flow in the event of lane closures, blockages or accidents ahead.

The Carillion and Kier companies have been selected to convert the M23, junction 8 to Junction 10, in to a smart motorway with construction expected to begin in 2017/18.
